3、投標(biāo)人資格要求

投標(biāo)人應(yīng)具備的資格或業(yè)績(jī)：（1）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)人或招標(biāo)機(jī)構(gòu)處領(lǐng)購(gòu)招標(biāo)文件并參加投標(biāo)競(jìng)爭(zhēng)的法人或其他組織。任何未在招標(biāo)人或招標(biāo)機(jī)構(gòu)處領(lǐng)購(gòu)招標(biāo)文件的法人或其他組織均不得參加投標(biāo)。（2）除非另有規(guī)定，凡是來(lái)自中華人民共和國(guó)或是與中華人民共和國(guó)有正常貿(mào)易往來(lái)的國(guó)家或地區(qū)(以下簡(jiǎn)稱“合格來(lái)源國(guó)/地區(qū)”)的法人或其他組織均可投標(biāo)。（3）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人或其他組織不得參加投標(biāo)。（4）接受委托參與項(xiàng)目前期咨詢和招標(biāo)文件編制的法人或其他組織不得參加受托項(xiàng)目的投標(biāo)，也不得為該項(xiàng)目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。（5）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項(xiàng)目包投標(biāo)。（6）本項(xiàng)目不接受聯(lián)合體投標(biāo)。（7）只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才能參加投標(biāo)。（8）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件載明的投標(biāo)截止時(shí)間前在中國(guó)國(guó)際招標(biāo)網(wǎng)（以下簡(jiǎn)稱“招標(biāo)網(wǎng)”成功注冊(cè)（免費(fèi)）。否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。（9）投標(biāo)人須取得在線氨氮儀制造商(投標(biāo)人所投在線氨氮儀必須采用納氏試劑分光光度法)、在線濁度儀制造商和在線余氯儀(投標(biāo)人所投在線余氯儀必須采用DPD比色法）制造商針對(duì)本項(xiàng)目的唯一授權(quán)（投標(biāo)人是代理商時(shí)須具有制造商或中國(guó)地區(qū)或華南地區(qū)或廣東地區(qū)或廣州地區(qū)區(qū)域代理商出具的授權(quán)書，同一品牌的制造商或區(qū)域代理商只能授權(quán)一家代理商，同一品牌只允許一家單位投標(biāo)，當(dāng)同一品牌有二家或以上單位投標(biāo)，則按照下面順序選擇唯一家有效投標(biāo)單位，制造商＞中國(guó)地區(qū)代理商＞華南地區(qū)代理商＞廣東地區(qū)代理商＞廣州地區(qū)代理商＞中國(guó)地區(qū)代理商授權(quán)代理商＞華南地區(qū)代理商授權(quán)代理商＞廣東地區(qū)代理商授權(quán)代理商＞廣州地區(qū)代理商授權(quán)代理商）。（10）投標(biāo)人須取得在線總有機(jī)碳儀制造商針對(duì)本項(xiàng)目的有效授權(quán)（非唯一），其所投品牌的總有機(jī)碳儀需具有國(guó)內(nèi)市政供水行業(yè)的供貨業(yè)績(jī)，并需運(yùn)行驗(yàn)收1年以上。投標(biāo)人需提供對(duì)應(yīng)業(yè)績(jī)的用戶證明，證明文件需注明無(wú)需使用氣瓶，并注明運(yùn)行驗(yàn)收時(shí)間。（11） a.若投標(biāo)人是氨氮分析儀的代理商，則代理商的實(shí)收注冊(cè)資金不少于300萬(wàn)元（含300萬(wàn)元）人民幣；b.若投標(biāo)人是氨氮分析儀的制造商，則為其提供進(jìn)口代理服務(wù)的代理商的實(shí)收注冊(cè)資金應(yīng)不少于300萬(wàn)元（含300萬(wàn)元）人民幣。（12）投標(biāo)申請(qǐng)人由2010年1月1日至招標(biāo)公告之日起，所投品牌在線氨氮儀需具有國(guó)內(nèi)市政供水行業(yè)的供貨業(yè)績(jī)，并需運(yùn)行驗(yàn)收1年以上。該業(yè)績(jī)必須是投標(biāo)人直接供貨的業(yè)績(jī)，投標(biāo)人需提供對(duì)應(yīng)業(yè)績(jī)的最終用戶證明，證明文件需注明采用納氏試劑分光光度法，應(yīng)附業(yè)績(jī)業(yè)主單位名稱，相關(guān)聯(lián)系人及辦公電話。） a. 國(guó)產(chǎn)品牌在國(guó)外的業(yè)績(jī)除提供供貨合同復(fù)印件外，必須同時(shí)提供相應(yīng)的證明資料（如出口報(bào)送單等），原件備查； b. 國(guó)外產(chǎn)品在國(guó)外的業(yè)績(jī)提供合同或中標(biāo)通知書復(fù)印件等證明文件，原件備查； c. 國(guó)外產(chǎn)品在國(guó)內(nèi)業(yè)績(jī)提供合同或中標(biāo)通知書復(fù)印件等證明文件，必須同時(shí)提供相應(yīng)的證明資料（如進(jìn)口報(bào)送單、用戶證明等），原件備查； d. 證明文件必須能證明相應(yīng)測(cè)量范圍的大小的供貨業(yè)績(jī)； e. 國(guó)內(nèi)業(yè)績(jī)提供業(yè)主單位名稱、單位負(fù)責(zé)人姓名及聯(lián)系電話。

3.Qualification Requirements For Bidder
